iAbout this law

The Act establishes an Inspectorate Board of trusted, impartial personnel charged with carrying out monthly inspections of Divisions and Cohorts. Inspections must follow a standardised framework and assess three categories—Rally, Knowledge, and Performance—each scored from 1 to 10 with written records explaining particularly high or low scores. Rally is measured by turnout and the ability to produce respectable attendance, Knowledge is tested by one random Zaenderist and Divisional history question per member, and Performance is judged by how smoothly events are conducted. Inspections are to be consistent, impartial and transparent and aim to maintain standards and encourage improvement rather than simply punish.

The Board is also required to check every account for being an 'alt' to prevent inflated rally figures and to reinforce divisional leadership accountability. Divisions receive overall results and constructive feedback, and the Board may recommend further investigation or command review for consistently poor performers or propose formal recognition or rewards for consistently strong Divisions. The law binds the Inspectorate Board and the inspected Divisions and Cohorts and introduces regular documented inspections, uniform scoring criteria, alt-account checks, and clear follow-up procedures.

For the inspection system to operate effectively, several provisions will be required. An Inspectorate Board must first be established, consisting of suitably trusted and impartial personnel responsible for conducting inspections and recording their findings. Members of the Board should be sufficiently familiar with Legion regulations, divisional procedures, and the standards against which Divisions are to be assessed. Perhaps this could be entrusted into a standing regime department. Inspections should take place once per month, with sufficient notice provided to the relevant Division or Cohort. A standardised inspection framework should be used for every inspection, ensuring that each Division is judged according to the same criteria rather than the personal preferences of individual inspectors. Each inspection should assess Rally, Knowledge, and Performance, with clear guidance defining what constitutes a score from 1 to 10 in each category. Inspectors should maintain written records of their findings, including the reasoning behind particularly high or low scores. Rally shall be measured primarily by the size of the Division's turnout. The Inspectorate shall assess both the number of personnel present and the Division's ability to produce a respectable attendance when called upon. The Knowledge assessment shall be drawn from a selection of randomised Zaenderist and Divisional history questions. Each member shall receive one question, and one question only, ensuring that the general knowledge of the Division is properly tested. Performance shall be judged upon how smoothly and efficiently the event is conducted. Frequent halts, unnecessary delays, or repeated stoppages shall indicate a failure within the command to effectively and swiftly direct its men, whilst an orderly and well-managed event shall be rewarded accordingly. Following an inspection, the Division should receive its overall result alongside constructive feedback identifying both its strengths and areas requiring improvement. Where a Division consistently performs poorly, the Inspectorate Board may recommend further investigation or a review of its command. Likewise, consistently strong Divisions should be eligible for formal recognition or rewards. Furthermore as a result of the formation of the Inspectorate Board, a separate duty of that will be that they must check every account for being an "alt". This removes the risk of inflating rallies and truly forces the divisional leadership to take accountability for their work. Most importantly, the system should remain consistent, impartial, and transparent. The purpose of monthly inspections should be to maintain standards and encourage improvement, rather than simply punish Divisions for poor results. These Inspections will prove to be an incredibly positive measure in the state of divisions, bi-weekly rallies can be faked by division leadership, inspections require only main accounts and actual knowledge in the past of the division and the group.
